Applicant Thomas Edward King has applied for a Series No. 12 Restaurant Liquor License for a business located at 1921 Club Ave. Staff recommends approval.
In 2021, the Environmental Protection Agency (EPA) released Lead and Copper Rule Revisions (LCRR) which imposed new requirements for public water systems with deadlines for implementation. The City has taken the necessary steps to maintain compliance with these new requirements. This Specialized Services Contract with Hazen and Sawyer continues that effort. This phase will focus on maintaining and improving the service line inventory, supporting customer notification requirements, assisting with field verification activities, and preparing for future regulatory obligations. There is fiscal impact of $295,495 and was approved in the FY27 Budget in the Water Capital Renewal Fund. Staff recommends approval.
This Professional Services Contract is with Sunrise Engineering. The purpose of this project is to evaluate the existing condition and vulnerability of the Downtown Sewer Outfall Line; identify locations where repair, rehabilitation, protection, or replacement improvements may be warranted; list and prioritize the recommended improvements; and develop planning-level opinions of probable construction cost. There will be a fiscal impact of $61,100.00 to be paid from the Wastewater Capital Renewal Fund. Staff recommends approval.
Roger Sayles (Requestor) owns property located north and east of the subject city owned property (APN: 330-31-001). Due to topographical constraints and based on historic use the only viable access is a circuitous route that currently bisects the city owned 635 acre parcel from east to west before turning northward towards Mr. Sayles property. The easement as shown is approximately 1,469 feet in length and represents approximately 1.349 acres of the 635 acre parcel. There are currently no development plans or other identified use of the 635 acre parcel, and the proposed easement would not unjustly encumber the city owned land. A fair market appraisal was performed to assess the value of the land for the purposes of ingress and egress and has established a value of $352.57. Staff recommends approval.
Consideration and possible approval of a cooperative agreement with Infosend, Inc. for utility bill printing and mailing services upon expiration of the City's current agreement in November 2026. The proposed agreement provides for an initial three-year term, with two optional one-year renewals, and utilizes a competitively procured contract awarded by the City of Compton, providing favorable pricing, terms, and conditions while maintaining continuity of essential printing and mailing services. There will be an estimated fiscal impact of $24,315 for bill print services and $109,765 for postage costs in FY27 (partial year cost with services starting in November), and $173,229 for bill print services and $782,017 for postage costs in FY28-FY32 to the Water Operating Fund. Staff recommends approval.
CSE, LLC, also known as Big Red Construction, completed street improvements and utility extensions on Apache Street between Airfield Avenue and Pacific Avenue. Total cost of the utility extensions is $89,138.35 across 1,112.5 LF of frontage, equal to $80.12 per LF of frontage. Staff recommends approval.
On November 24, 2025, the City Council authorized staff to enter into a contract with Sunrise Engineering, LLC to complete the Taylor & Commercial Street Sewer Project. This project involves abandoning the aging and failing asbestos cement pipe within the project area and designing new sewer infrastructure to serve existing and future residents. The original contract amount for these services was $23,500 and included the Design Concept Report only. On September 1, 2026, the City Council approved Amendment No. 1 in the amount of $81,200 to prepare construction drawings. This proposed Amendment includes additional survey and design services for additional sewer improvements along West Park Street and South 2nd Street, as well as geotechnical services. Approval of Amendment No. 2 will increase the total professional services agreement by $17,474 bringing the total contract award to $122,174. This project is funded out of the Wastewater Capital Renewal Fund. Staff recommends approval.
It is being requested that the November 3, 2026 regularly scheduled City Council meeting be canceled due to it being General Election Day. Staff recommends approval.
